Unable to setup new server - "Not Authorized"

I am trying to set up a new server on Windows 10 (this is a new machine, once I get the new server successfully installed I’ll migrate the media and metadata from the old server). Plex installs fine, but when I open localhost and log in it briefly spins on the server initialization screen, then I get a screen that says “Not Authorized”.

I have have tried many many things to resolve this. I’ve reinstalled windows, reformatted the drive, I’ve changed my username and password, I’ve signed out all devises and browsers, I’ve tried deleting registry keys to reset server ownership… nothing is working. I’ve also tried this on both linux and windows… the result is the same. (I should note, the IP of the machine is static)

At this point I am at a loss, I’ve been trying to get this to work for a month now, and despite hours spent researching and tinkering I am unable to figure this out.

Would anyone have some thoughts of how I could get this to work? It feels like something is wrong with my plex account.

Thank you, I have read it and am using the steps to claim. After installing I open the server, it has me log in, it shows me the initialization screen, and then goes to the ‘not authorized’ screen.

I’ve also tried using the new setup html file that is generated, I get the same result.

We have the same problem. Plex has no official support so they probably won’t fix it.
