Not available from outside with IPv6 & IPv4 CGNAT

Hello,

I have just updated my internet. I see now I am in IPv6 & IPv4 CGNAT.
Plex showing that it is now not accessible from outside. In local home all is fine.
But when tryin with my phone in 4g it say that Plex is not accessible.

I have also open port in my internet rooter.
Please if someone can help. I have tried all I could ^^
