Can Plex send an email notification of recently added movies, to anyone who is available to this library. If Plex does not know how, then maybe there is a plug-in for this? Thank you.
Nope not possible, nothing officially supported by Plex anyway. There are options for scripts that do this with PlexPy.

When you Edit a library section, in the Advanced tab, you will find the option to enable this for display. Sadly, you can’t email notifications. I would think you’d know when media gets added?

Yep PlexPy supports all kinds of notifications and notification agents. I’m using Slack myself
couch potato supports multiple notification server including plex. You do not have to use couch potato for downloading or anything like that but it will watch a monitored folder, unpack, rename, move files (any file that it can match to a movie database) and notify when it has done so.
That will solve your problem.
