Notifications and "plex services" issues?

logs attached, i am trying this again as previously the issue was ignored, so, notifications are enabled on my android device, also enabled in the server settings, the notifications on the app are enabled for “all libraries” for new content added, it seems to be “watching” the directory just fine generates into markers etc but doesn’t send any notification, every now and again (after a restart and continuous toggling on/off the notification settings) it will send the first notification then random notifications for media added several months ago then it doesnt send any unless i repeat the cycle off toggling on/off, i have fully reinstalled plex (deleted all libraries totally fresh install even having to generate thumbnails intro etc on over 30TB of media) this has made no difference, the same issue repeats, is there something wrong with “plex services” (that it uses to send the notifications)? as that is literally the only thing at this point that wasn’t installed fresh (obviously as its your side), things worked for a long time then all of a sudden this happened and this has been happening for a few months now, i hope i can actually get some help this time as i am getting very frustrated with it!

Here is a visualisation on the problem, see how 1 episode triggered several notifications but theb after that I added new episodes but plex decided that there was nothing for the filter (media added notification) despite adding and generating intro marker etc for the episodes, you can see it repeated this several times where media was added and it decided that it wasn’t worthy of a notification
