So i just test it on my server with the nvidia gt1030 and you were right i disable tone mapping and it worked for 4k hevc main 10 HDR file at 24hz on the otherhand for 60hz i see 0.8 speed transcode on tautulli i will try on my quadro server later . One of my user is using it right now, better not playing with it 
So I applied that patch you showed me and it worked!! This is amazing! I ran 5 simultaneous movies being transcoded from a 4k 30 to 40GB to 12Mbit at the same time with absolutely no stuttering, at this point the 4GB gpu memory was full and there was a small bumb on the shared memory. I believe what was holding back the 6th video from playing was mainly HDD throughput as the system had a lot of headroom left and all other 5 videos were playing with no stuttering which is amazing considering that h265 videos take a ton of power just to be played, let alone be converted to h264.
Glad to hear it. What are the siezes of your 4k media 40GB ? Mine are more over 60GB and for one 91GB 
Yeah, usually about 30 to 50 GB, I think after 40GB the quality difference is negligible. at 91GB youâre getting the raw blueray.

the gtx 1650 is enough probably unless youâre going to game with it too. any lower and youâll lose transcoding features which makes getting a card useless.
I do not think iâm going to play with it but i think i will need the extra 2GB of vram 
it sure wonât hurt, for me, since my system has quad channel memory, i assume that the shared memory isnât too bad and can keep the gpu fed.

I donât think going for faster ram will make a difference, more like going for more channel memory. for example, a full on Epyc cpu has 8 channels for ram which means itll run 8x faster than a mainstream cpu like ryzen which only has 2 channel. Probably the Threadripper would be good enough with quad channel.
I was thinking to go from 16Gb to 64Gb or 128 because of freenas and 2 Windows 10 vm
by the way, why not wait until there is a 3000 series budget GPU*, maybe itll have even better ram. I would hope a possible 3050 would have 6GB while costing less than 1660. This is all assumptions so who knows.
Why not but from what i have Seen on internet only one of the nvdec or nvenc have upgrade since Turing gpu
btw, earlier i said epyc 8 channel would be 8x faster, i meant 4x* I canât confirm if system memory is fast enough yet. i would need to put movies on an SSD and test it from there.
Speaking of, the gtx 1650 has the same chip as the pascal encoders so make sure 1660 has the newer turing version.

I just tested on my quadro p620 and i can like my other server transcode if no tone mapping applied and no subtitles. But same behavior than the gt1030 4k 60 fps donât run without buffering.
