Nvidia Shield - HDR Dolby Atmos files starting as transcoding (logs included)

I have a issue that i notice with display mode 4k 59.94hz on Nvidia Shiled Pro.

HDR Dolby Atmos files only.

Adjusting Display Modes

4k 59.94hz TRANSCODE when starting some files.

4k 23.976hz PLAYS DIRECT always on start but makes the shield UI sluggish.

Ideally i want to keep it at 4k 59.94hz which is the recommended display mode without the transcoding on playing the file.

In the logs on 4k 59.94hz sometimes it directs plays on starting files but mostly it transcodes.

Another example:

I can start a movie 4 times and each time it will transcode audio.

Then magically on the 5th time it will correctly direct play.
