Earlier today I was playing a video in Plex, hit Back several times to get to the Shield home screen, and turned off my TV. Just now I turned it back on and there was a Plex bar at the top, above the app icons, with the thumbnail and title of a video and options to either Play or Stop.
I super don’t want this. Any way to turn it off?
I “think” that is a Shield feature. You can turn it and other intrusive features on/off under settings/device settings (I think)/home page
All of those settings are turned off already. This only started with the most recent update to the Plex app.
I have been experiencing this as well for months. It still happens. I don’t have a solution but you are not alone. I have read other people report this phenomenon, too.

Check 'em anyway. Apps and the Shield have the unpleasant habit of turning things back on or adding an item to the existing menu. That is suddenly where there was one item there will suddenly be two or three. Also the Shield itself sometimes turns those settings back on.
Mainly what I am saying is the problem is much more likely to be with the Shield than it is to be with Plex. But you never know. I guess something “could” be wrong with Plex that causes that problem, but I don’t think so.
I did check the settings, and they’re still off. The image from the above poster is what I’m experiencing.
I’ve been using a Shield TV and Plex, first the 2017 model and then the 2019 model, for several years. Never happened before today. If it’s not due to the new Plex version it may be due to the new player? Usually I turn that off because it’s awful but I had it on today because it just re-enables itself every update.
