I do understand why offline-mode for Plex Pass don’t work, but I do not agree that the Plex server should be unavailable just because of Plex Pass. I want offline-mode to work, but please make so Plex Pass features disabled instead of disabling the server (or client?).
Sometimes I do not have internet, we don’t have the best internet providers in Norway. And it is annoying as hell when I can’t use my local Plex server.
It is most likely the specific features that you are using rather than PlexPASS.
If Secure Connections are in use then that would rely on DNS being available to translate the plex.direct url’s - which are used for both local servers and for remote access.
If Plex Home is in use and you have a pin on the account or managed users then access to plex.tv may be required
You could experiment by first disabling Secure Connections (Settings / Server / Network)
Secure Connections are preferred, not required. I do have PIN enabled, but that’s just annoying if the server don’t know the PIN. The PIN code isn’t like a password, I don’t think it matter that much if the server remembers the PIN. If that’s the case of course.

wouldn’t it make sense that the server keep a copy of the pins for users added on that server, or to that plex account?

We have crummy internet providers here in north Idaho as well. It is super annoying that I can’t use my local server when our internet is down.
While offline mode is possible with some workarounds (https://www.howtogeek.com/303282/how-to-use-plex-media-server-without-internet-access/) i agree that there should be a native way, at least for plex pass members to easily watch our local content offline. Like you have a multiple user sign in there should be an option in the menu that reads “offline” or “off the grid” mode. I get the incentive to always sync with the online server otherwise nobody would use the service that way, but we don’t always have internet when wanting to watch our libaries.
Allow Plex Pass Lifetime members to have managed users and pincode unlock in OFFLINE MODE.
Here is why if you care to understand:
As a Plex Lifetime member I had hoped when I took our Plex media server with us to a cabin we rented in the woods that we could play our library locally. I took a router, two roku devices and Plex server so our iPads, the room TVs (which had built in Blueray players) would be useable instead of being stuck using the supplied stack of BluRay and DVD movies the cabin owner stocked and apparently loves Adam Sandler and old King Fu movies.
Boot it up, its on router, my iPad sees it but only shows my main user which has a pin code, it would not accept my pin code no matter what I did. I had to take the plex server 14 miles, use a camp grounds outlet and set my phone to be an AP with 1 bar. Got into it, unlocked PIN from main user, shut down, back to cabin. Now entire weekends we had people in different rooms watching things under my user, marking them all as watched etc.
Not to mention not saving my place when they restarted things because their user profiles are apparently stuck in the cloud.
Ok, I get it for an annual Plex Pass user this keeps them locked in or give up the feature, but if a lifetime member needs offline with managed users why is this not possible and why must I have internet for my PIN code to work?
This started our vacation with a level of frustration as I was coming/going and spent almost an entire day of a 5 day trip to make sure we have entertainment at night not given by Adam Sandler or Kung Fu (and not even Bruce Lee movies, just campy subtitled random unknown KungFu movies).
Sure if I didnt buy all my movies digitally in the last 3 years and had blue rays or DVDs I could have taken my own, IF I had known I would be so restricted offline but I backed up all my DVDs and BluRays after imaging them to Plex and stored them in our storage rental long ago because 112 blue rays and 300+ DVDs takes too much space.
Plex is already working on this. It’s available now on AppleTV, iOS and some of the Smart TVs. It’ll get to Roku eventually.
This part sounds like a bug. That should work. I just tested by putting my iPad in airplane mode and I was able to enter my pin.
For signing in as other users, as long as a user has used that device at least once, it will be remembered. If these users have never used your device, then they will not appear as a choice. This is intentional.
