sorry, it’s not really clear what you’re looking/asking for.
Your PlexPass will NEVER work offline.
You can figure out how to run without authentication pretty easy but Plex Pass feature flag must come from the plex.tv service

There is no such thing as a non-plex pass version.
All versions are the same. Plex pass merely activates some features which are already present in the code.

There is no harm contacting the folks at HQ (plex.tv/contact). If it’s important enough, They might be able to give you what you need for those systems. The only way to know is to reach out and ask them
Here’s a question. If you did setup a server and had all your media already prepped(all metadata download while online) and did not have fast user switching could you then use plex offline.
I mean, at that point all has been setup and all you want to do is play your content. Maybe turn the auth requirement off and using it on the same network. Could that be possible?

If you are prepared you can force it to work, sort of, but it’s quite restrictive as Otto pointed out. Limited client availability and everyone essentially shares the admin account. The server and the clients need to be adjusted to work in this environment.
The best/easiest thing to do is TRY IT. Do a dry run BEFORE you ever actually need to run it this way so you are prepared and know exactly what changes and clients (or just use the web) are needed.
It can certainly be done, but the results may or may not work for you and your family. While many people absolutely always want to use Plex, some people keep a standby or backup ready to use as well such as Kodi or Emby and have them ready if needed.
There is no simple answer that will be a fit for everyone as needs will vary slightly from person to person.
