Old Plex Server to New Plex Server

I am in process of building a new plex server pc. My old or “current server pc” is set up using external hard drives. My new server will have internal hard drives. I simply want to copy the content from current server pc external hard drives to the new internal hard drives in the new server pc. I don’t want to migrate the server and libraries. I want to essentially set up the new server build, using the same account as my current server, but reimport the content and reorganize the libraries and folders. I just want start new by having the opportunity to re-organize everything properly with the new internal hard drives. Will my settings (everything but libraries be on the new install or will I need to go through all of those settings as well) Will my friends and family who I have shared the server to also lose access during this transition? What is the best way to accomplish this?

If you create your new server as an actual new server – no.
The new server will share your account settings (e.g. language preferences for audio/video selection), your friends will still be your friends – but without migrating the server, your shares won’t be migrated to the new libraries. You’ll need to add those shares to the existing users (probably removing the old ones while doing so, to avoid them having “unavailable libraries”).

Then there is almost nothing to migrate for you.
The friends you already have will be there if you claim the new server into the same user account that you are using now.

Once you have all the media scanned and organized, just edit each friend and grant them access to the new libraries https://app.plex.tv/desktop/#!/settings/manage-library-access
