I did the one time activation with my play store account, everything Android works fine. Can I use the same details for activation on the Windows 10 Store app or do I have to pay again?
Activations are tied to the appstore. You will need to purchase it again in the Microsoft Store.

The Microsoft store app hasn’t been updated for a long long time.
You could install Plex Media Player on Windows which is totally free and often updated.
