Only able to watch one channel at a time even when channels are on the same frequency

According to my understanding, the tuner card should be able to tune into a specific frequency and provide the mux of that frequency to the software. The software then picks out the channel it wants from the mux and provides that to the user. This would suggest that a single tuner can provide multiple channels provided that they are on the same frequency. Is this a missing feature within Plex or a misunderstanding on my part?
