If I pull up Plex on 2 TV’s and my tablet, as long as I tune into DIFFERENT channels, it all works great. If I try to tune any second device to a channel that is already streaming, I get a frozen image.
I can see what the four (4) tuners are doing when using the HDHomeRun setup / selecting the tuner link / selecting Tuner Status. When I am on different channels I can see each and which for the 4 tuners they are working. When I try to tune onto a channel that’s in use, I would expect to see the channel pop up on more than one tuner. This is what happens when I do the same thing with Kodi. The other possibility is multiple devices can be tuned into the same channel and only use a single tuner. If this is what is supposed to happen, in my case it is not.
The server I am using is a 4 core (8 logical) Intel Xeon, with 12 GB ram…
To discount what you suggest…
With Plex, I can tune in four (4) different HD TV shows on four (4) different TV’s … as long as they are all on different channels. My server handles it, no buffer issues… plenty of headroom on my network traffic.
With Kodi and the PVR HDHomeRun Client (free) I can stream same as Plex, but with Kodi all four (4) TV’s can view the same channel at the same time.
Debug logs from when you recreate the problem will be the best way to tell what is happening.
Check that all your clients can direct play(stream) the MPEG2 video + audio + subtitles if any. If any are transcoding then you need a cpu passmark of around 10K-12K or a gpu to do the transcoding for four(4) streams. Kodi has MPEG2 codec embedded, Plex client works with whatever the device exposes to it.
