Is there a way to select or opt-out of topics that you are not interested in? I get tired of receiving suggestions or promotions that I don’t have any interest in ever seeing.

You also can mute categories or tags at https://forums.plex.tv/my/preferences/tracking
You can also also set Automatically track topics I enter to never on that same tracking page.
The forum was way too chatty until I set it to ignore everything in the non-English sections.
