Optimize folder stops processing the queue after a 'while' and never finishes

I’m trying to recreate the optimized versions of my movies after a HDD failure. I’m doing this by optimizing the whole library. After about 10 movies or so, the queue ends up in limbo.
It says it’s optimizing something, but nothing is actually shown as active. Logs and output confirm that it’s doing nothing.

I found entries in the log file as the subject indicates that it’s not transcoding because it’s busy. But it’s not busy: No dvr recording and nothing is played.

Updated the title as this seems like a queue processing problem unrelated to hw transcoding or individual movies. I’ve tried using the Intel, NVidia and no hw transcoding option. I’ve tried removing the ‘currently’ processing one and it will pick up the next in the queue, but not actually start processing it.

Restarting PLEX sometimes gets it going again, so I made I’d try to watch for unique log events when it stopped processing and found this:

It seems like an error won’t mark the item as failed and it will wait indefinitely for it to finish.
