Can you have multiple Optimized versions of media (aka one for TV and one for Mobile) - and how will the Plex client know which to use? Would I need to configure that manually?
AKA - my Apple TV 4 I want to play “Optimized for TV” and my iPhone 7 I would want “Optimized for Mobile”

Yes you can have multiple versions.
Plex will show a number in the top left corner of the movie, this indicates the # of versions the movie has. When you go to play the movie you can either hit play which will choose the best version for your client, or select play version, where you can choose the version on your own.
