I’ve updated my Plex Windows Server to the latest version ( Version 1.26.0.5715) today and I noticed that the tag “Originally Available” on all My Libraries (Movies, Music and TV Shows) has a problem.
When I tried to insert a new value (manually or using Plex Agents) Ex.: 2016-02-2020 it automatically change for 1969-12-31.
This is happening for new adition on my libraries and with old ones (if try to change manually like the above example)
I noticed that today also when manually changing the Originally Available Date for a Music Album, and I also see that PMS is setting the day back 24 hrs when it reads the DATE Tag in my FLAC.
I’m using “prefer local metadata” and, for example, I have in my FLAC file a Tag for DATE of 2021–09-10 (which concurs with Musicbrainz), but PLEX is using 2021-09-09 as the Originally Available Date.
One day back would not be a problem for me, but most of my FLACs have only the Year as a DATE Tag, so Plex is using 2020-12-31 as the Originally Available Date when I have a FLAC DATE Tag of 2021, so my most of my Albums display a year earlier than the actual release year.

Thanks to a reply I got in Reddit, the problem is how PLEX handles UTC and Local Time, I’m -4 UTC, so that explains why PLEX is entering a day prior to my FLAC Tag.
I reset my Pi to UTC, refreshed the Metadata, and now my Originality Available Dates are correct.
Resetting Pi back to Local Time and Originality Available Dates are now shown as the day prior as before, so looks like the PMS just needs to be updated to consider local time.
