Partial TV recordings are driving me CRAZY! Seems to be hit or miss. Wish the DVR function was mature. Great when it works, to include removing commercials, but I cannot depend on the function to be successful. Plex Version 1.11.0.4666 running on Windows Server 2012 R2. Log files attached.

As someone who has had this exact problem…probably is an antenna signal issue on the channels in question. I was getting enough signal from my pbs affiliate to watch pbs without major issues. However it was below the green on signal quality and had lots of unfinished or corrupted recordings.
Either try the Android Hdhomerun Signal Meter app or in your HDhomerun install on your pc there should be a program in the folder called Hdhomerun_config_gui.exe…while watching the channel in question you can watch your signal level
I have a mast antenna and signal quality is always between 95-100%
