Because Plex works on user level security and not folder level.
You should have an account for everyone and just give them access to to libraries you want them to have access to. So don’t let people your your account and the problem should be solved

ok so how do I give access to someone but for only specific library ?

For this to work, you need to actually have several libraries. Obvious, yes but I’m including this anyway, just in case.

Settings - Users - Friends - then use the small ‘Pencil’ icon to edit the share with that particular friend
disable ‘All libraries’
then you can enable sharing on a per-library basis

Logging out of the family room TV and back in isn’t very user friendly. It doesn’t pass the “Wife Acceptance Test” in my house. I know, I know. Low bar and everything. A password/pin protected library to private content or for specific rating level would be helpful.

You don’t need to log in and out.
Switching users in a Plex Home environment is done faster with the input of a 4-digit PIN.

Kind of sorted used the 4 digit PIN its not what i was after but it works

I have an Apple TV where anyone has access to its content on Plex but I want to prevent access to a couple of folders with private content. I don’t want to have to switch between accounts every time you open Plex app. I just want to protect some content that only I or someone I assign who has a specific password to be able to access those folders. Is this possible?

You have Plex Pass. Create a managed user, then put a PIN on your own (main) user.
Then define which content this new user is allowed to see.
https://support.plex.tv/articles/204234313-example-plex-home-setup/
Then switch to this managed user on the ATV.

All you need to do after you have used the ATV yourself is to switch back to this user (using no PIN - a PIN is only needed to switch to your own level of access.)

I agree with RobertSmits but what if i share my account with someone or leave the app open? Therefor a PIN for libraries would be good idea
