Roku settings not sticking

I’m new to Plex today. Streaming worked great on my Surface Pro 3 but on my TCL Roku TV I’m having some trouble. My internet isn’t great at 25mbps download so I went into settings and set local and remote speeds to 3mbps 720p.

When I play a video though, it defaults to the original quality of the video itself. I go to the video menu and try to as just the settings to a low limit but it never goes to that level. Still trying to stream at 20mbps 4k which plays for about a second before it buffers again.

What can I do to help fix this? Settings seem limited in Roku if they were to stick at all.

Plex Media Server version?
Plex Media Server platform (Win/Mac/Linux/etc)?
Plex Roku app version?
The info is available in your list of Authorized Devices.


Is the TV on the same network as the Plex server?

If so, the speed of the Internet connection is irrelevant, as all the traffic stays on the local network.

Return the local & remote speeds to Original quality.
