Perfomance problems with Remote Access: Plex doens't utilize full Bandwith

Hi I’m using Plex for a few years now, primarily local.
Since a few months now i installed Plex on an “old” HPE Server at my office since i don’t have to Pay for power. It has 128GB DDR4 RAM, XEON E5-2660 20@2,6Ghz and Flash Storage as Boot.
My Internet connection at my office is 300 down 200 up but it when i stream it doesn’t use more than 20-40Mbits.
I tried everything, for example: bypassing the Firewall directly and set an public ip on my Windows Server, tried different clients, tvos, ios, android, pc, always the same story.
Now I do not know how to continue, i hope somebody can help me.
Locally i can stream with more than 5gbit (server uplink is 10gbit).

Why should it use more when it doesn’t have to?
Your screenshots above are inconclusive without the Plex media info of the played item,
as well as the information about whether the playback was transcoded or not.

Because i get an error message saying there isn’t enough bandwith available.
