Has the ability to download photos from the server disappeared?

I have Plex Pass. I can download photos from Web Browser. But only I, aka server owner. My family and friends cannot. They are very angry. I am looking for some alternative solution. 
Server Version: 1.32.6.7468
It does seem that this feature has suddenly disappeared. I used it also for family to download pictures of their grandkids.
