Photos/Videos Inaccessible from Web that were uploaded from iOS to Plex

Recently, I don’t recall specifically, I noticed that none of my photos will load in Plex on the Web or in Plex for Mac.

The thumbnails are all black and when I click on a thumbnail I get " An unknown error occurred (-13) Error code: -13"

All the photos are still intact in the directory where they were stored. These photos load fine in Plex for iOS, just not on the Web/Desktop.
