Playback stops after initial buffer time expires

I have plex-media-server running in a docker container on:
Linux rockpro64 4.4.132-1075-rockchip-ayufan-ga83beded8524 #1 SMP Thu Jul 26 08:22:22 UTC 2018 aarch64 GNU/Linux

Playback starts fine on all devices (Chrome, Chromecast, Android, VisioTV app, etc) however after the initial Transcoder default throttle buffer time expires (say 120 seconds) the playback pauses, it buffers for
and indeterminate number of minutes, and then playback continues for another 120 seconds and the cycle repeats. The strangest thing is that this happens regardless of direct play AND transcoding. Plex Media Server Logs_2018-08-26_13-13-58.zip (3.1 MB)
