Playing 4k from my server locally it buffers, when I stream to my Shield it does not

So when I play a 4k file on my server locally with plex, I get buffering every few min. If I open the 4k file with VLC on my local computer, plays like a charm. If I play a 4k file from my server and stream it too my Shield, again, it plays like a charm. No buffering. I have no clue whats going on. Anyone able to help?

Now Im getting video shutting down and giving me an error on the web player.

Error code: h3 (Decode)

I just downloaded the Plex media player and it does not buffer. Im not a fan of the media player. Anyone know whats wrong with the web player?

4K movies release on Blu-ray disc are stored as HEVC video. Except for Safari on a Mac, web browsers do not support HEVC video.

Use Plex for Windows instead (not Plex Media Player).
