Is there a way that I can have all of my movies on a portable external HDD, and watch them with Plex on my smart tv having the external hdd connected to my smart tv via the usb cable.

Nope. Plex is a two part system - client and server. You must have a Plex Server running somewhere that will stream the media to your TV’s Plex app.
