Managing my playlists with Soundiiz, I would like to be able to offer members of my server this type of updated playlists, only we can’t share the playlists to our users, it’s not included in Plex at the moment, so I asks you to develop this feature which will be of service to many people. Anyway I should be free to be able to offer a private playlist and make it public to my users in the form of a collection on the dashboard for example.

Why not just turn your playlist into a collection and share that?
Because basically it’s a playlist that I created for me but is to share this one only then for the users of my server, possible for the collections why not the playlists?
As you said, the idea of a “playlist” is for you. “Collections” are for sharing. Different things for different uses.
I thought you can share playlists as part of single-item sharing?
Nop, i want to share a playlist in the form of a collection to offer it to my users I use soundiiz and it only allows you to add playlists within Plex

You had mentioned you wanted an option to transfer a playlist into a collection, because you cannot share a playlist.
As per the support article above… you can share playlists individually with users.
As for your actual question/workaround… as per MovieFan.Plex’s feedback: you can create a collection from existing smart playlists (⋮ > Edit Filters, then Save As → Collection/Smart Collection). With classic/regular playlists it’s not that simple to convert a playlist into a collection.
If I share the playlist, it will end up in the “Shared with you” tab on my users. The goal would simply be to be able to display MY playlists, on the home page of my users. Otherwise, create a new filter on the collection part that would also allow you to search in my playlists.
