Collections or playlists for shared Plex users

Is there a feature for shared users of my Plex server to create their own playlists or collections? As we all see, streaming costs have surpassed that of cable with all the added monthly costs. I found a way to add a collection similar to a DVR based on the shows I watch. I am looking for a feature where users I share with can add their own collection/playlist based on the media I already have. Is this possible?

From what I remember, users should be able to create their own playlists. Only the server owner can create collections.
