Purchased Plex pro and I have it enabled for the user under → restrictions – Allow Sync and download, but no luck.
Any Ideas?

Yes. Even on my “admin” account I can’t download anything. I tried it on two different accounts too. Both have access to sync
What version of PMS are you running and what version of the iOS app are you using?
What happens when you try downloading with your admin account? Do you get an error? Please reproduce, wait 30s, grab the iOS logs.
