Please update Ubuntu packages

Server Version#: 1.42.x

I am having issue with my PMS on Ubuntu, but discovered PMS (including the beta branch) is built on Ubuntu 16. This is causing various issues with my AMD drivers. Since the lowest version of Ubuntu support is v22 LTS, can we update the build to v22?

Plex Media Server works just fine on Ubuntu 22.04 and 24.04.
