Is it possible to choose to download MP3 version of music when you have FLAC & MP3 version ?

The concept of different “quality” versions only applies to video based libraries and does not apply to music libraries. So you probably have those versions listed as separate albums in your library… in which case you should also be able to download the album that meets your requirement (=mp3).

For music, there is simply no need to maintain a lossy version if you already have a lossless or high-res version of the same album.
The server will transcode this down if necessary, using the Opus codec (which is better-sounding than mp3).
The quality of downloads is a separate preference in Plexamp.
