I have a Problem very similar to this old locked topic: Windows App performance vs. Plex Web
It is impossible to playback a 4K60 video via the Plex Player App on Windows for me. 4K30 just works barely on my Desktop with a i9 13900K and a RTX4070 but on none of my 2 Laptops or Tablet. When Using the Web-Interface on the same devices, the same videos play normally.
When I try to play a 4K60 Content video (Different codecs like AV1, H264, H265 and different bit rates 6MBit up to 40MBit does not matter at all) I just get a long time dark background with loading circle and after a few minutes of waiting a very choppy playback with 3s buffering for 1s of video.
On my 2 Notebooks with older Hardware (10th Gen intel, 6th Gen Intel CoreY) and my Tablet (5th Gen intel CoreY) I can’t even replay 1080p60 properly.
The Task Manager GPU Info for Decoding looks like this when its in the loading screen and I get roughly the video bitrate as network traffic:
The Only way to replay these videos is to transcode them to 1080p on my PC or 720p on my mobile devices, then they play back somewhat normally but with very high CPU and GPU loads, draining battery power.
When I use the Web-Player on the other hand, Everything works flawless. I can play the same 4K60 content even on my old Tablet. The GPU load on my Desktop in the Browser Player looks like this:

What I tried so far:
- Reinstalled the Web player with deleting the AppData Folder
- Updating Server to newest version
- Transcoded test videos into different formats (all behave the same)
- Reinstalled GPU drivers with full reset
- Played with Player settings for Hardware Decoding on and off with no difference
- Disabled Audio Downmix
Nothing of these steps changed anything. I have no issues playing the same videos on my Xbox or Android app without transcoding in 4K60 so this is not a Server or Network issue.
Its also not a System or Driver specific issue since I have the problem on 4 entirely different PCs. The files and Codecs are also irrelevant since it affects every video with high resolution no matter if its a Action Cam video, Smartphone Video, Edited video or Web Download from different sources.
