I am a new user. I have found that the Plex app on my phone will not let me access my music unless my computer (where I downloaded the media server to) is on and connected to internet. Is this normal? If so, defeats whole purpose of why I decided to try Plex. I want to be able to access music on any of my devices, wherever I am. Help.

You can sync/download content to your phone (requires a Plex Pass)… but otherwise Plex is loading your media from the server – which requires it to run and to be connected.
Hi Tom, so unless I have a plexpass, what is the point of the Plex app for my Android phone? It sounds like to play music on my phone, computer must be always on?
That is the point
To be able to stream music from Tidal, Spotify, Apple, Amazon etc. they also need to have a server running. The music isn’t streaming out of thin air. I’m sorry if that disappoints because you expected something different.
Many users who also play videos from their Plex Media Server moved their data e.g. to a NAS that supports running the PMS (that way having the NAS running all the time while their PC doesn’t have to — requiring less power etc).
