Plex bitrate on transcode of h.265 severely limited?

I have a h265 video that I’m trying to stream to a Roku Express. The express doesn’t support h265, but the transcode options are super bitrate limited, which is causing the transcode result to look like garbage. The source video looks very clean played back on something that can cope with hevc, but the transcode looks bitrate starved to me, with a lot of macroblocking. When I try and change the bitrate options, Plex on the Roku only seems to have a very limited rate (815kbp@720p), which it says is the original (it’s not, I don’t know where the number is coming from, result of the transcode since it can’t play h265 directly?). I’m fine with having it go all the way up to 4mbps, which is what I was looking for and normally have an option for, but Plex isn’t giving it to me here, and I don’t know why.

So I’d like to actually force a higher bitrate in this case, which is funny since I’ve complained about Plex upping the bitrate for no reason in the past. but this time I think there is good reason. Anyway, any ideas on making it so I can force the transcode bitrate to be much higher?
