I’m also having this issue on running Plex from my Drobo NAS when attempting to (re)find my HDHomeRun CONNECT DUO. I have stopped the Plex service, deleted the .epg. database files, and restarted Plex. But when I go to add the tuner, it doesn’t find it, even if I enter the IP of the HDHomeRun.

I received logs from you for the 16th September
You have 2 instances of Plex Media Server .exe running in parallel and both referencing the E:\MediaCenter\Plex Media Server data area
One is running as a service and has debug logging enabled
and the other instant must be running in a different windows user account as it has debug logging disabled and must be referencing a different user registry area for the settingsAnyway - two instances of Plex Media Server accessing the same sqlite3 databases would lead to issues
How do you update Plex Media Server when you are running as a service ?
Have you seen my post here PMS as a service - #4 by sa2000 about registry change after updates to ensure it does not start in the windows account you use for updating Plex Media Server?
Do you use SYSTEM account for the PMS Service ? I would not advise this - if you are doing this
Would need full server logs for this plus screenshots from Plex Web and showing time or noting down time
The Plex Tuner Service.log is only relevant for USB tuners and the old HD Homerun Dual DVR

Could you provide full server logs with debug logging enabled before launching Plex Media Server - together with screenshots showing the error you get - the screenshots need to correspond to the server logs provided
I presume this is a network connected HD Homerun Connect Duo ?
Just noticed you provided logs earlier - will see if i find corresponding log entries to DVR setup error

- User @mbarylski - issue due to multiple instances of Plex Media Server.exe running (one as a windows service and one as just normal process)
- User drewje - linux issue with Arm platforms - should be fixed in PMS 1.24.4.5081-e362dc1ee

Further to my earlier reply - see my reply to @drewje PLEX can not find my hdhomerun connect duo - #26 by sa2000 which gives the fix for ARM platforms (fix in 1.24.4.5081-e362dc1ee)
The Beta update 1.24.4.5081 worked. I had to delete the epg database files again, but once Plex was upgraded to the Beta version, it immediately found the HD Homerun Duo and began to download epg data. My Live TV/DVR is now fully populated with correct channel/program information. Thanks!
