Plex Closes Playback With Hardware encoding enabled after ten seconds

Running Truenas scale, recently Installed a 2080 super to handle hardware transcoding. when enabling “Use hardware acceleration when available” and “Use hardware-accelerated video encoding” I can play a video and initiate transcoding, which is being handled by the GPU as I see no spike in processor utilization, but after about ten seconds it closes the player. It does this on PC, NVIDIA shield, and mobile apps. If I disable “Use hardware-accelerated video encoding” It transcodes no problem using the processor.

Plex is installed with Truenas scale charts 2.0.2 and I have tried about every combination of settings I can think of yet the behavior does not change. Any ideas? I have attached the logs.

Tried rolling back the install
App Version:v1.32.8.7639
Chart Version: 1.7.60

Still having the same issue, only thing that fixes it is disabling hardware transcoding.

Upgraded windows player to Version 1.88.1.96-c1c59fc1
now when I enable hardware transcoding it pops up with Error code: 4294967283

Stopped the server Deleted codecs and restarted, same error, hit retry and it transcodes for ten seconds and kills playback

Deleted the entire server reinstalled with official image instead of plex pass App Version:
1.40.0.7998 seems the same, forced acl entries on host path storage for the apps user 568. made no difference

Tried turning it off and back on again. no luck
