I use Plex alot to stream my music collection to my Pure Evoke radio. It uses DLNA. Does someone know if it’s going to be possible to stream my music form in the cloud? It’s not possible to install a Plex app on the radio but it would be great to turn my comuter off and still listen to my music. 
No, DLNA only works in the local network. This excludes any ‘cloud’ stuff automatically.
If you have a local Plex Server setup in your local network, it may ‘relay’ remote content from other servers. But I don’t know if this has ever been tested with ‘cloud’ servers.
You should find the virtual folder ‘Remote Music’ among the folders in your DLNA client. It shows me the audio libraries on my cloud server too, so it should work.

Yes. Because of the limitations of the DLNA protocol.
It cannot cross “network borders” on its own, so it needs some help with that. A Plex server running in the local network will provide this help.
