Plex Cloud (Dropbox) not updating...

Haven't added new content to Plex Cloud on Dropbox for a few weeks, but added a new movie today. Have rescanned the library many, many times - restarted the Cloud server, it is simply not updating and finding the new file. I even tried removing another movie and scanning the library, it is not removing the deleted movie or finding the new one. It's simply not updating!

This is incredibly frustrating and it really seems like Plex is hyper-focused on the TV and other new services instead of making the legacy features more robust and reliable.
