Plex connect can't make cert

Hi I’ve spent the evening trying to make a cert for plex connect so i can connect my atv3

But everytime i try to generate a cert i get this

3468:error:0E06D06A:configuration file routines:NCONF_get_string:no conf or environment variable:crypto\conf\conf_lib.c:270

I’ve tried different versions of openssl with no success

Are you trying to generate certs using Windows ? If yes, did you use these instructions ?
