Is this correct that Plex connects 139.162.144.200:443 port (at least that what I see on my monitor) … actually I don’t line Plex generally “call home” and spy on me …
I don’t think Plex connects to any servers in Europe.
The hosting site is in San Francisco, California, USofA.
Do you have any family/friends that live in Europe. They may be streaming from you.
Plex uses AWS, some of which are hosted in Ireland.
If you don’t want Plex to “call home”, then you need to run it on a server not connected to the internet. And good luck with getting that to work to your satisfaction based on a number of posts I’ve seen. (Search is your friend

And there is a setting that might help the spying issue.
Settings -> Server -> General -> Send anonymous usage data to Plex
