Does anyone know if there is an option to download individual videos for playback via the desktop media player similar to the mobile version. I will be using a laptop without service and wanted to download a few of my movies from my library using this app.

The only app able to do that is the Plex app for Windows from the Windows App store.
And of course all the ‘mobile’ apps for iOS. Android and Windows phone.

That being said, as the server owner you can download any media item in Plex Web.
