Windows doesn’t allow system services access to the video hardware decoders. You can run Plex as a service, but you’ll have to relinquish hardware accelerated video decoding.

No. Any service is affected, no matter the user account it is running under. If it were that simple, we would’ve went full service already along time ago.

Then you need to run it as a service, which Plex doesn’t support, but there’s 3rd. party tools that can assist with this
