Not from within Plex. But it should be possible to find the files somewhere on your client.
Then again… it might be easier to simply download the files from your server using some file manager to begin with for that use case.

Are these files encrypted or are the names obfuscated when downloaded?
It’s the exact same file as if you copied it yourself.
It gets buried in a somewhat obscure place, yes, e.g.
/Users/nibbles/Library/Application Support/Plex/Plex Media Server/Sync/1/2/Have I Got News for You (1990)/Season 29/
