When you create a library the drive and folders containing your media must be visible to Plex

If you don’t see them show up you have to change your permissions

How you do that will depend on your OS

Downloaded… where? Are you using the Plex-For-Windows app?
If so, did you download using this button?

This button downloads into a strange location, mostly used for Plex itself, not for your own use. But if you WISH to find the files, you may find them somewhere in the following location:
C:\Users\USERNAME\AppData\Local\Plex\Plex Media Server\Sync where USERNAME is your computer’s username. The media will be in one of the many numbered folders in this location, and there is no predicting which files will be where. Look in each folder, or use “Search” to look for *.* to find the files.

If you are the admin of your server, it’s much more recommended to use a web browser instead, click the triple dot ... menu for the movie/item, and click Save File instead. But then, if you are admin, you likely already have access to the movie files themselves, and this won’t help much.
