Hello,
So I got our PLEX Homerun setup and DVR seems to be working. Although when I go into our living room and open the PLEX App on the Roku TV I am not seeing the program guide or anything related to the dvr. Is there a reason for this?

Correct, just Android TV and iOS for now. Android and Apple TV are next I believe, with Roku, PMP and others to follow.

About half way down the page, Plex explains that as of right now it is only working for Android and Apple TV.

No, it is only working for Android TV and iOS devices.
That is completely different than, as you just posted:

To be completely clear, Live TV currently only works on Android TV (NOT Android app) and iOS devices (NOT Apple TV).
They are working on other platforms, there is no ETA for any release dates (as per Plex’s usual policy).
