Plex DVR Recording Stuck at 100%

Saw multiple posts about this bug from back in 2017, looks like it may have popped back up. Running on Windows Server 2019.

Looks like the shows are recording okay, but the only way to get the recorded items to leave the status drop down is to close and reopen Plex Media Server. It is also listing stuff like "tuners in use as however many items are setting in the status window.

One thing of note that I forgot to put in the first post… this did not start happening until after I added a 2nd HDHomeRun PRIME…

Not sure if I need to delete both HDHomeRUNs from the DVR settings screen and re-add them?

Looks just like some of the screens in the topics from 2017 that I have found. Most of what I read seems like it was fixed with a Plex update back then. Not sure what has caused the issue to come back.
