FIXES - (Plex for Android) Google Cloud Messaging was not working - (Plex for Android) Google Cloud Messaging was causing excessive battery usage - Notify when a server is discovered, but requires updating.
I'm really sorry about the last version, it appear that some servers are reporting their versions in a slightly different format, resulting in issue when comparing against the "minimum" allowed.
This is a public release of the latest and greatest for everyone. It includes all changes from v3.0.9.11 and v3.0.11.15 along with some additional fixes for a number of crashes.

I'm excited to announce v3.1 of the Android application. Ok, so I didn't 'announce' it first, Elan did in his blog (here). This has been in development for quite a while, but hopefully you'll agree is a massive improvement for Google TV users and other connected TV devices. The release also includes a few other tweaks, so please let us know what you think!

Sorry for the lack of releases lately. We've got some pretty big features in the pipeline which are just taking a little longer to get ready for the masses. This release just includes some of the bug fixes which have been resolved in the mean time...

Things might appear a little quiet on the Android front, but I promise you that we're working hard behind the scenes to bring you some pretty big changes. However, there was a number of fixes that we were keen to get out as soon as they were ready. So here you are...

You spoke, we listened.... Official Chromecast support for video (music and photos coming soon). This feature currently requires a Plex Pass subscription.
Massive updates in how other Plex clients can be controlled, now includes stream selection, seeking, volume, text input, and more
