Plex for Windows Hanging at Startup After Windows 11 Upgrade

Server Version#: Plex Media Server for Linux (CentOS) Version 1.27.2.5929
Player Version#: Plex For Windows Version 1.48.2.3124-647ff031

After upgrading to Windows 11, Plex for Windows takes over 30 seconds to load. It hangs for about 30 seconds. Once it gets past the hang, it works fine. How can I determine what is causing the hang and how to correct it. My other Windows 11 system is working fine using the same Plex for Windows Version and for the same server.
