what is the difference, on my mac I see it is different than the app, but the windows version looks exactly like the web version.

Plex for Mac/Windows is a very powerful player app - that happens to look like Plexweb. You can do server management in PfM as well. Direct Play is very likely.
Plexweb runs in your browser and sucks at most everything - it’s real function is server management. Direct Play is very unlikely.
For HTPC applications there is also Plex Media Player - another different Player App. It has more powerful features that would be handy in a Home Theater environment. <— if your dragging it to a TV, for instance:

You can use all 3, but for everyday Playback - PfM is going to be the Cadillac for the Desktop.
The Plex Web App will be much more resource intensive because it will almost always transcode instead of direct playing. Plex Media Player / Plex for Windows/Mac will direct play a file if it’s compatible with the device, meaning your PC won’t have to be transcoding it for no reason.
PWA should be used for server management, like changing names, images, so on and so forth, whereas PMP / PfW/M are your go-to players; but you can use any of them for any of those things if you want to.
