Plex for Windows wants to update to a lower version

Close Plex for Windows
Make sure there are no remaining processes named Plex.exe, using the process explorer (CTRL+Shift+Esc)

Clear out the folder C:\Users\<username>\AppData\Local\Plex\cache\updates

See if this changes anything.
